Fotografo y musico y ilustrador ucraniano nacido en Kiev bajo el nombre "Jacob Ovcharov in Voroshilovka" cuya familia emigró a Philadelphia, Pennsylvania en el año 1923.
Su primera camara la compró en Europa al serle otorgada una beca de viaje.
En 1941 viaja a Puerto Rico para realizar un trabajo para la "Farm
Security Administration" y decide quedarse a vivir en el pais. Puerto
Rico conforma un giro radical a su vida. A partir de ahí se pone a
trabajar para la "División
de la Comunidad del Departamento de Educación Pública" que realiza
peliculas y compone para ellas. Dirigió la pelicula "Los
peloteros" sobre los niños pobres y su amor por el Beisball, siendo uno
de los grandes clasicos del cine Portoriqueño hoy dia.
Compuso desde canciones hasta ballet y edito e ilustró numerosos libros.
Su partitura para la película "Desde las nubes" demuestra un uso temprano de las técnicas electrónicas.
